Cindy is a shopaholic. She's also the "Treat Lady." There's always a treat in her pocket for the neighborhood dogs. But what she really wants is a dog of her own. One day she sees Hazel at the local shelter. A tiny, frightened, senior Chihuahua. And she can't resist. However, walking a dog in the snow is not her thing. So she applies for a transfer at her job.
